- Mid Sweden University (MIUN, Sweden)
- Apprise OU (APPRISE, Republic of Estonia)

All these organizations have extensive experience in the addressed field and have been involved in related projects on a national and/or European level. They complement each other in an optimal way. They are responsible for the analysis of the local market, legal and organizational aspects as well as for the execution of field tests.
TimeKontor completes the consortium through its experience in project management and know how regarding consulting as well as security issues. Mid Sweden University, Gemeente Aa en Hunze and Apprise work in close cooperation with the governmental organizations in the target regions. Each partner contributes to the project in various ways.
